The solution should be acidified with NO3- to allow for freeing of ions so that when the Ag is introduced it is buffered into binding to the halides while the previously basic salts (the part bonded to the halide originally) binds to the NO3- and stay in solution... The AgX (silver halides) will all precipitate out of solution as their Ksp's are very unfavourable toward solution.

In plainer human English it is to ionize and hence remove impure anions like sulpides and carbonates that intefere with test since conc. nitric acid is a strong oxidising agent:

SO3 + HNO3 = SO2 + blablah

CO3 + HNO3 = CO2 + blablah

you need to add the acid to free up the ions so it's more favorable for them to react
