As a teacher, I've told my students poiintblank that I look at boards like this one to see if any of my questions are being posted and answered.
This way, they know that I'm up on their little tricks and actively monitor behavior. Now while it's really impossible to know whether it's actually one of my students doing this, it does put them on notice that I do look around for potential cheats.
Let's assume that a student really did post a homework question and get an answer, and the right answer to boot. OK, they may have cheated an A out of that. But when it comes to tests, which I count far more, it's you either show me you know it or you don't.
And that's also why I've taken many of my homeworks and turned them into in-class assignments. In class, I can see you actually doing it and catch cheating more easily. Outside of class, it's nearly impossible.
I've answered questions for students on this board, but I don't give them the actual answer! I do what a teacher should, which is provide them with some helpful advice on how to approach a problem like that.
This way, the student has to apply it and do it himself or herself. That's how I would do it in class, so that's how I do it here.

Frankly, I feel that I am here to help, and if a question happens to be a homework question, then I will try to answer it in a way that gives reasoning and insight into why I give the answer that I do. I try to guide the student towards the right answer, pose a possibility or two, and let them do the real "work".
Most of the questions I answer aren't obviously homework, though. I don't answer the math questions, because then it is completely obvious that someone is trying to get credit for work that they are not doing...which, by definition, is cheating.
However, I like to think that some of the people here are teachers (like myself) and feel driven to help facilitate understanding. I don't see it as much different than a student asking a teacher for extra help with a problem or question they don't understand.
Clever? perhaps. Cheater? perhaps. Most cheaters assume they are clever until they get caught. Cheaters will eventually pay for their "cleverness" when it comes time for a test or later in life, when their ineptitude will haunt them and they will get the grade they deserve.

Good question. And if asked correctly I suppose it can be hard to tell a homework question. But in the past I have come across a few that I thought looked like obvious 'homework' questions and have made comments (probably sarcastic LOL) as to this situation. And I know what you mean there was no Yahoo answers when I was in school so why should I help someone with theirs. And to be honest from some of the answers I seen here I,m not sure you would get a passing grade anyway.

For the sake of 12 points, really. It's cheating, and I'm sure that the schools would be glad to find out about these cheaters :). By the way, I'm sorry but this is becoming increasingly popular, It is "questions", question's would be something that belongs to the question, like "The question's lack of thought". Thanks, and I'm sorry.
Edit: Yes, that is laziness. Also, I liked another answerer's point. You can get help with your homework, but what about the real world and when you don't have access to a computer? If you understand it in your homework but not in like the math test, then you are screwed because the teacher will know you are cheating somehow.

there are 2 kinds of students
the first one has been described by you very well
- some 'go out have a laugh with friend's & come back, pick best answer, & copy most'
the second type of students need homework help
they have difficulties with the hw and
even when they have spent many hours/ days on it, they still can't figure it out/ are unsure of the correct answer
therefore, they ask for help
this is a form of learning
as in some senior classes, students do problems on their own initative
the teachers don't assign hw to them and students are provided with solutions for them to resort to when encounter difficulties
i self-learned from doing math problems in a reference book and checking my answers with the solutions provided
of course, we hope that the askers here are of the 2nd type

I don't know where you are from but I have a comment, which many will probably understand.
I am not American but I have studied there for a number of years.
There were a lot of things I didn't understand but this is one of them:
People would do teamwork which was perfectly acceptable, in my country it wouldn't have been acceptable. So copying from someone else was OK. Teamwork DOES consist of that quite ooften. But if you said you asked somebody on the web, eyebrows would suddenly shoot up. Does that make sense?

Well, if its a full solution (solving) or copy pasted/ only slightly modified from the answerer, then its cheating (plagiarism).
But if its advice like.. "Do this and that then use elimination.." or "Check the talk of Pres. so and so, he had an opinion on that topic." then the aker develops on these thing.. then I guess its ok.
Plagiarism is bad. BAD. :))
People who plagiarize have no sense of originality. :(
They become dependent, and they don't know what to do in cases where they REALLY can't cheat. Jobs? Forget it.

It may be cheating at the time, but it gives us old uns a chance to see how much we remember from being at school, and passing on our 'knowledge' to the next generation.
