you could try getting in touch with independant programme makers, or go straight too the channels direct. But without knowing you idea or formula, I can't give you more advice. Say, for example, you came up with a sit - com or drama, you would normally have devised a script and gone through at least three drafts, then you would need an agent who deals with selling scripts too production companies, but alot of these agents will not touch you unless you have already sold some of your work and had it produced. So you see it's a catch 22 situation, the best why to go is, by getting work printed in a magazine, like the ones that run compititions, then you've got your foot on the first step off the ladder, but as you can see, this isn't a fast journey. Although, there are some examples off people, that get lucky, but all you can do is try.
