Hello. - In my opinion, Dehumidifiers work to keep the basement dry.

start by putting on a water/weather resistant paint or sealer,install a exhaust fan in one window and open another on the other side of the basement,also a dehumidifier will help.

at home depot theres a thing called dam tight paint the whole thing it will stay dry,nothing can get in.
