All trades have to be reported to the commissioner's office by 4 p.m. on July 31st. The MLB trade deadline page actually has a countdown clock underneath the banner heading:

the deadline doesn't mean anything..after that all the teams do is agree to release their players at the same time so they can pick the other up..its how it is
