I think this depends on the culture of where you live.
In some places this would be considered a "come on" and in others inappropriate behavior for a female, especially if the person y ou're saying hi to is a male.

I generally smile. If the person smiles back, I might or might not say hi, depending on where I am.

yes i do. all the time.
i'm a christian & i'm supposed to be christ like & christ living inside of me.
i always smile at people, say hello, god bless u, how r u. u never know when you're going to touch someone & make their day.
god is love.
i'm that light unto this darkened world.
it brightens other's day when u smile & say hello, whether u get a response back or not.
a smile back or not. it's all good.

Absoultely not.
In New York city you could be taken in for observation at the mental ward for bizarre behavior like that.
