The speed of CPU is measured in floating point operations per second (FLOPS). It means that how many no. of floating operations a CPU can do in one second.

Normally floating operations involve mantissa operations (e.g. multiply 27556.345 with 98.00008). These operations take more processing power and extensive use of AND/OR gates (circuitry). So its critical to measure the speed in FLOPS.

It means that the decimal point of the number can "float" when computing information. Not just fixed (Say 16 bits in front of the point, and 16 bits behind the point). This just makes it a more efficient way to compute information.
