All this sounds a bit weird.

Today, the only bank situated at the mentioned address, is the German "Commerzbank (Schweiz) AG" - there is no governmental organisation there.

And a "Ms Stella Swartzemberg Alvarez" does not exist in a Swiss phone or web directory, nobody even similar.

Probably some fraud should be committed - because in fact, nobody in Switzerland would give such information!!

Perhaps you should contact the Swiss Federal Banking Commission - or forget about completely.
