I was going to say miser. But they are just really tight with their money. So i am not too sure. My ex flatmate was like that. She often tried to con me out of money she was so obsessed. She would lie about the bills and add £20 onto the bill and say that i owed x amount then i would find the fill and see that she had said my share was almost the entire bill. She is my ex flatmate and ex friend too.
