nice question, though sardar Patel was being asked and favored but since Nehru was much closer to Gandhi who alas was not able to judge politics in this matter as he was much influenced by the much educated Nehru, this happened but it was not bad for the country as Nehru did run the country to being self sufficient

because of gandhi's influence. even though sardar patel was the more powerful of the 2, gandhi somehow favoured nehru and since sardar patel practically worshipped gandhi, he agreed to let nehru become the PM. this though was a terrible move since sardar patel would have been a much much better pm than nehru.
