Any leader worth his salt can have a good idea of whether civilians are in an area or not, and how many. Without logistical knowledge, common sense alone will tell you that targetting areas such as shopping places will result in civilian casualties. Not being able to visually see the civilians is not basis for claiming you don't know they're there.

In essence he is correct in his statement. I don't know many people who can tell the difference between terrorist or innocent on sight. However, you can make the assumption that if you are bombing a residential area that there will be civilian casualties as a result.
Mark: The statement is a factual. If you wish to argue intent that is a different matter. I do not expect you to understand this concept, because you are obviously of the mindset that if people don't agree with what you say they are somehow less intelligent than yourself. So all I can say to you is Yeehaw and pass the moonshine!

I realize this war seems horribly unfair to you, but with the existance of hezbolah in Lebanon, they have every right to attack. There is simply no way to know exactly who is a non-miltant civilian and who is a militant civilian. They hit what they can see.
Lebanon complains about proportion, Israel and other nations describe Hezbolah by threat. They are threatening and reasonably numerous, for this reason, it is clear that Israel has reason to remove them. Especially since Lebanon has not done so. Add to that Hezbolahs history and doctrine AND a provocation and you get a war. If Lebanon was very powerful and Israel had militant rockets but a relatively weak military, you could possibly see the reasoning.
Then civilian casualties mount...

At least the Israelis are striking targets with pipoint accuracy and at least trying to hit valid targets. Hezbollah just lobs their rockets into any old place and hopes they kill Israelis - any Israelis.

If there is no way of veryifying if there are he is correct. Techincally yes he should know if he watches television or sees reports. But can these be believed totally. It is a matter of information.

Maybe they don't KNOW if there are, but I bet no reasonable person would believe that if you hit a shopping center, you're only going to hit soldiers or terrorists.
