I would imagine you'd call him The President's Husband, or Bill.
Now, the term "First Lady" is an unofficial term... and wasn't really widely used until the late 1800's with President Rutherford B. Hayes...
It also 'officially' holds no special capacity... but you and I know that, while the First Lady can just hang around and do nothing, that wouldn't be politically correct.

There was an awful TV show on here in the United States that depicted a woman President (she came to power because she was VP and the President died, which in my view is the most likely way a woman is going to become President in the U.S.). Her husband was referred to as the First Gentleman.

The obvious correlate to "First Lady" would be "First Man". Whether they will use this term or "cook up" some other expression, I don't know.
