She's talking about two different times - '69 the summer of love, hippies with flowers in their hair; and '77 the peak of the punk explosion. She's identifying with times in recent history when people (especially young people) were actually rebellious and went out and did something to change society, rather than the apathy and the blind attachment to material goods and pointless fashions (controlled by the media) that we see everywhere today.
Conflating them into a single silly catchline has annoyed a lot of people though. So, not saying it's the best song ever, but at least it makes a point (which a lot of people seem to be missing)

But if you listen to the lyrics though she talks about revolution in the air in '77 and '69.
1969 was a big year for hippies, who apparantly wore flowers in their hair
1977 was a big year for punk and punk rockers
Combine the two and you get a punk rocker with flowers in their hair.
Quite simple really and quite a clever song about being born into the wrong generation

I think she wants to be the first punk rocker with flowers in her hair just to annoy those boring old fart punk rockers who are fixed in their ways and are just as boring as the hippies they were supposed to replace.

no the song is about wanting to be in a time of public revoulution, the 60's and the hippies (flowers in the hair part) and the 70's with the punks. apparently the song mentions dates in those decades. but it's still a dumb song.

No! - Different generation! - It was the Hippies who wore flowers in their hair. Hence the line from the 1967 hit "San Francisco":-
"If you go to San Francisco, butr sure to wear some flowers in your hair".
Punk brought in the fashion for 'Spiky hair' and Mohicans, and was about 10 years later.
