Your answer is C......"S" waves (shear waves) can't travel through fluids. Since "S" waves can't penetrate the Outer Core, it therefore must be liquid.....for the most part.

I read in a book that scientists still are uncertain as to what is within the interior of the earth.
I give you the source here, but the book's title is only a title, it isn't about black holes, it's about answers to questions in science.
