Geocities is a good one to start with (it's a Yahoo product, so it's easy to get up and going.)

If you want to learn HTML, then Webmonkey is one of the best places to look but you will need a server to which you can upload files using FTP.

I would start with Geocities which will give you some idea of design and then look at learning about HTML.

It depends what kind of website you want. If it's just a showcase for you and your interests, then Myspace is OK (and quite flexible), but if you want something a little more serious, go Geocities and then look for something a bit more configurable.

Your ISP may very well offer you a limited amount of webspace. It depends where you are and who your ISP is.

There are several free webhosting services like freeweb.com and brinkster.com.
If you just want to create a blog you can go to myspace or blogger.com.
