I recommend GuildFTPd. It has a nice GUI, and is simple to set up and configure. It is also free.
P.S. I've tried most of the ftp servers, this one was the easiest hands-down. I still use it today.

you just a ftp server software. for linux there are many, ncftpd, vsftpd etc. just try searching for ftp server on download.com, u'll get many
