no its still illegal in India as govt. is formulating laws to gain taxes over it and telecom companies are lobbying against it or asking for their participation in it. but it will soon be a reality as it now falls under TRAI. which is the regulatory authority over it. it is known to act fast

What an odd question. Why wouldn't Voice over IP be legal in India? There may be equipment/technology limitations, but other than that I couldn't see any reason to make it illegal.

its not illegal i think ,

i tried skype, viber, voip discount , mobile voip, i feel like the best one till now is freecallee. its very cheap comparing all other voip with excellent voice clarity.
