Beauty is in the eye of the beholder. For chi-chis, I prefer a B to a C, but A's are kinda cute, too. Anything larger than a C is too big, in my opinion, because it's going to sag and not look as good as time wears on.

when they go over the width of the shoulders (when you view them from front), it's too big. and some people have okay-big ones but they're too far apart. big must be nice-big, not like, big-nice-with-bras.

sometimes, women are nothing without bras.

if you're small sized, you probably don't need anything more than a B.

too big causes strain in shoulder and back areas, and when you're old they sag like, eew.

I like them just big enough enough so you can draw a face on them with the nipple as a nose.
