resizing can be in two ways, either increasing the size or reducing the size.
Adobe Photoshop is the best to reduce the size of a pic without having its resolution disturbed, just open the image in Photoshop and select the Image Size option and resize it. After reducing it, use various filters like Sharpen More, Dust & Scratches etc. to your desired look.
You can increase the size in Photoshop, but increasing the size does DISTORT the image, no matter what software or program you use.

If you use Photoshop, to resize an image for printing

Choose Image > Image Size.
If Resample Image is selected, click to deselect it.
Enter a value for either Width or Height. Photoshop adjusts the other value to keep the image proportional and resets the resolution.
If the image resolution is lower than 240 pixels per inch (ppi), select Resample Image and increase the resolution by typing a higher value for Resolution. For best results on a desktop printer, set the resolution to between 240 and 300 ppi.
Click OK.

If it's a bitmap, you can't. If it's a vector image, use something like Corel Draw to get the job done. If you posted more information (what type of file are you trying to resize, and the reasons for doing this) then a more useful answer would be possible.

Open the image with Windows Picture manager and go to resize.

You should "resample" the picture instead of resizing it.
This will prevent much distortion.

for this u can use Irfan View (download from http://www.irfanview.com/ )

Open the Picture in It
Now press Ctrl+R (to open Resize/Resample window)
After resampling it Save the Image.
