I think u are wrong. i understand your frustration thoroughly.
don't u think that people sitting in the UN and Parliaments would not know this.
I don't think Osama Will ever surrender. he will not he is Jihadi. he is not crazy to do what he does. Mind well i am not justifying what he does.

I think this will only resolve with talks and better understanding of what and y they do what they do.
We have to agree that the superpowers have been using and bulling for their vested interest.
We shouldn't forget the 3 Crusades of the History. i think roots of terrorism are in our imperfect history.
I am not a Muslim and I live near Mumbai so i have gone through the terror recently but i still feel that we need to look at resolving the issue rather than trying to bull or dump it.
War is no solution to this. It will simply aggravate and ruin the world we live in.
