I think I see what you are getting at...and yes, some people are perpetual "victims"...only they never see it this way....which in a strange sense of irony...makes them true victims. I have known people who embrace the role of "victim" and appeared to relish every minute of it...but it doesn't counter true victimization by very real predators...so it is a tricky question. It is absurd to "blame the victim" for circumstances beyond their control...and deserves our compassion. Thank you for bringing it up...interesting.

of course they do, criminals tend to go for easy victims that look like easy targets if you advertise things they can steal they will steal them, the thing about opportunistic crime is they can see an opportunity - this means that you the victim left an opportunity for them to take advantage of....no oportunity no crime.
eg if you leave your laptop out in plain view in your car and park it in a slum area dont be surprised if the laptop is gone when you return just be glad if they left the car and the wheels

yes SOME do bring it upon themselves.

Some get raped because they more or less are naked in their dressing in the public. A maniac get aroused and picks on the best fit in the situation.

Some get robbed when they leave the bank carrying cash bags to the full glare of the public. Criminals are not totally dumb. Maybe they are not even dumb at all.

Many more examples can be cited but we all need to be smart in what we do and say (especially in the public) so as not to invite criminals attention to us.

Don't listen to this crap that we are all the same. "What does skin color have to do with it?" That is the dumbest question ever asked.

People are different! All this culture and religion stuff is much deeper than the p.c. people give credit.

If you are a white person it would be wise of you to avoid the so-called "bad side of town".

Let's just say that luck can be influenced. While it is unlucky to get your car stereo stolen, you can choose where you show it and who you show it to. It is unlucky to get a beat down from some random street group, but did you really need to walk the short-cut after a night at the bar?

Some people are naive however if that brings on a crime against them, it certainly is not their fault.

How could that possibly be true? A victim is just that and nobody should be made to feel that it was their fault that someone done them wrong!!

I know its not very nice, but I sometimes think that old people bring it on themselves.
If someone knocks at the door they invite them in, leave them alone etc etc. If they didnt let them in then they wouldnt get robbed!
