I don't know which country has the best right now, but I know one of the worst countries in human rights, Iran, had the first written human right 2500 years ago by Cyrus the great.

I think it might be either Canada (where I live), Sweden or Denmark. I know they have free post-secondary education in Sweden, which I think is right. If you've got the ability, money shouldn't hold you back. The government pays for public education all the way up to high school, why not university too?

No country that harbors terrorists, denies freedom of speech, (clever wording of hate crime laws) allows abortions and so many other things.

Human rights are so basic, so fundamental. Humans have a right to live, be free, and pursue their goals as long as they don't infringe on the rights of others.

We're about the last country to actually adhere to the Geneva Convention, and we bend over backwards to avoid offense to any damn body.
