He flirts whenever he wants...and I like it, so roll with it..But sometimes ill start it...and get rejected! what the hell does this mean? Hes so moody!

some guy are just big flirts, they flirt with any girl they see. Sounds like he is this type of guy. Don't take it personally, just go find a guy who doesn't reject your flirting.

bad self esteem which leads to on/off, yes/no, ok/notok behaviors that are really defensive coping skills he was taught in childhood. maybe you could softly introduce him to some self esteem studies and work. his on/off behavior might improve as his confidence and responsibility improves through self esteem building. you might even gain something from that your self. it's good stuff for many of us.
