I bought a HP LaserJet 4200 used off ebay a couple months ago. Ever since I bought it, the toner has barely transferred to the page (very very light print out). Also, randomly on the page, the toner gets concentrated on the page and prints in a solid black (but very squished). The toner cartridge isn't the problem as I've replaced it twice. Does anyone have an idea what might be wrong with it?

There can be quite a few causes for the symptons you are describing, I'll do my best to cover a few of the more likly sources, and point you towards other resources at the end if none of the options I talk about solves the issue.
The most likely cause of that type of problem would the the cartridge itself, but in your explanation you have tried 2 cartridges with the same results, so we will put that aside for now.
The next likely source of this problem would be a transfer issue. Inside the printer, the laser charges its image into the drum(cartridge,) toner gets stuck to the charged areas and then gets transfered from the drum to the paper. That last point is where I would look for the problem, and usually its 1 of 3 items
1) The contacts on the toner/drum cartridge are not making good contact with the printer itself. There should be small springs inside the printer where it makes contact with the toner cartridge, make sure none of those are bent or missing, look for bent springs, missing springs, etc.
2) The transfer roller is damaged(a large sponge looking roller, about 9 inches long, that sits right under the toner cartridge, you won't be able to see this roller without pulling your toner cartridge out),
3) There is a problem with the power supply not providing the correct voltages...
The transfer roller, and the contacts for the cartridges are two things you can visibly check, but if you do both of those, and don't see any problems, you will probably have to take it to a service location that will have the tools to check the power supply, and replace if necessary.

I know this isn't the answer you were looking for, but your problem ins't something that we can point to one item and say 'thats the cause' :( Be vigilant, check the items I suggested, and check out those HP forums, I have found quite a few answers in there in the past!

It sounds like there is a problem with the Photo Drum. The Photo Drum will hold the toner until it gets transfered on to the page and then the page will go through the process of baking the toner on to the page itself. if there is low toner, or toner appearing in the wrong spot, then the drum is likely faulty.

Sounds like your cartridge handler is misaligned with the feeder and the toner bypass is out of transmission.

So, you bought it from EBay, huh? You'd best fork out more money and get an HP technician working on that printer. Maybe they can fix it, you never know. EBay, huh? You didn't by chance use a credit card, did you?

is it possible it is not plugged in? if it is it could be that it is not programmed into your computer right, especially if it is the exact same type you may have had before. That was why mine wasn't printing right.

check your reflux compassitor. Sometimes it jams up.
