Beta is a term used to describe a stage in the development process. Beta software typically has all the planned functionality of the application built in, however not all the bugs have been worked out. Typically, software development follows this rough timeline:

Pre-alpha - base product functionality is being developed and tested, and the product probably isn't in a functional state.

Alpha - additional features are being developed, this could include a user interface, networking support, and other functionality that isn't essential to the operation of the product.

Beta - most functions of the software have been completed, and bugs are being found and corrected. Sometimes, the product is released to the public during this phase, adding to the feedback and the discovery of new bugs.

Stable - the product is finished, and all planned functionality has been completed, and all known bugs have been corrected. The product is released to the public.

Software development doesn't always have to follow these guidelines, and many more revision steps may be involved, also, some software releases an alpha or pre-alpha version (usually open source software) to give users a preview of what the software will be able to do.

it really depends on the company that use it..
but normally it's used when the software is a test version.

There are two types, open and closed.
Closed beta would normally be where only the hand picked people from the software company may be able to test out the program.
And an Open beta version would be a one that is tested through the actual users of the program.

They want to fix any critical bugs/issues during closed beta
and try to see what the people think/do with the open beta version.
