I would personally visit fairs where your franchisees would be more accessible other than that visit business websites and have them shown there.

Not enough information really. But you need to get information across to potential Franchisees. You need to get a lot of information across as cheaply as possible. I'd use a website. You are then restricted to only reaching people who are online. But most people, serious about starting any kind of business have access to the internet these days. You then have to point people in the diection of your web site. Remember your website can be lots of full page advertising and that would cost a fortune in a newspaper. You will get it for less than $10 a month probably. If you web design skills aren't great. That's OK. You develop the site and give it more features like a forum as your skills develop.
Now to the bit about pointing people to your website. mentioning it on Yahoo answers, will point the Yahoo spiderbot to it - although that is against the community guidelines! But something similar like sending me an email and asking me to send it to your site would also work. I can also send the Google bot. You need a name for your franchise that is unique. Try typing my user name in to Google or Yahoo and searching for me. OK it's not the best user name - people can't remember the numbers! But it's unique on the net, so you find my website and some of my other stuff like blogs. Next get business cards done or do them yourself with your website address on. Do small advertisements in business oppotunity columns in publications that do them - that depends on which country you're in. Anyway, I'll give my website as a source and you can see what a basic site looks like.
