The answer I was going for is President Bush because he doesnt have a thought in his head 74% of the time..It is a fact! But I like your answers better so keep em coming!

If a person fit those parameters, that person would probably be watching sitcoms on TV the rest of the time or trying to figure out what sex they are.

This is true except when applied to the thought about what you think about what other people who disagree with you think.
Then it is:
1% think you understand but are really confused
75% think you are confused but really understand perfectly
Which, considering I disagree with such people, and the numbers in the lower example, should prove my point.

I think those go for "misunderstanding". You are not feeling confused, you think you understood, but actually what you interpreted is far and away from the actual meaning. Scary.
