As far as I know, an employer can do anything he likes with a bonus check, up to and including tearing it up and throwing it away. Bonus checks are just that "Bonus," and have nothing to do with the wages he's obligated to pay. From the tone of your question, I gather you don't find his delaying what he's promised very fair, and I sympathize with you. But, I don't think there's much you can do but wait. You might call your state employment office, they have a division that can tell you for sure.
