Packet sniffers like Ethereal has a few filters which interpret this information. Thanks to switches usually you can only sniff packets sent to or from you. With a little arp spoofing you can trick a switch to send packets ment for someone else to you. The trick is you have to be connected to the same network as the computer you want to sniff. By the way this is an invasion of privacy and I'm pretty sure is against some laws. Don't do it. I ain't going to tell you how to keep on eye on someones e-mail.

Try out WireShark (formly known as Ethereal). You can't sniff on a switch (layer 2), unless the packet comes to you. You can sniff on a hub (layer 1).
