Try the Windows Vista homepage, they have a Windows Vista Upgrade Advisor beta which will scan your PC and tell you if your computer can run Vista. I know this because I've done it.

Your system configuration is just average for a Vista. You will certainly not have the best graphical features of Vista in that system. The processor is too slow & Ram might not be sufficient. You have to upgrade your laptop a lot if you want Vista. Don't rush into anything coz Vista is still in beta. It'ld be a while before it releases. When it is released the hardware requirements might go over the top, so don't spend on upgrading for now. The Vista is something of a hybrid of Windows, Linux & Apple desktops. It has a whole of exciting features. But it takes the toll on the hardware. So just wait till after 6 months after release and decide.

Windows Vista is a whole new OS. It's not really upgrading. You have to buy the whole OS and install it. I'm not sure what the hardware reqs on Vista are going to be but this website will tell you all about it: http://www.bit-tech.net/news/2005/09/07/vista_hardware_reqs/

you can, but those specs will _not_ be able to run the most advanced features of vista - whatever they're calling that new interface (Aero Glass i think?).

You have to have at least 1GB ram to make that run right, at least in the form that microsoft has released it for beta testing. And 1.3ghz on the processor is barely adequate.
