It depends on the age that they hit puberty, but usually a few years after the onset of puberty. The youngest a boy will hit puberty without underlying problems is 9 years old. Onset of puberty before then is called precocious puberty, and is a medical condition which could actually reveal big health problems. So it's really the preteen years (10-12) that a boy should be able to reproduce at the youngest.
