Usually this is just genetic and there isn't a whole ton you can do, but some minor improvements can be made by increasing your water intake, improving your diet by incorporating more fresh/raw foods, and getting a good eye cream with vitamin K. You could see a dermatolgist if it really concerns you, there may be something more drastic they can do if you are willing to pay for it!

Try to get more rest, or at least take 15-20 mins a day to just relax your eyes.
Cold washcloth over them will help, as well as cucumber, sliced & placed over each eye.
