No it's perfectly legal. Normally the account itself is set up for illegal purposes though.

Having a bank account is not illegal regardless the bank or country.
The purpose and the nature of transactions made through the account may have an illegal nature.

So its not the country nor the bank...its the purpose or transaction made...that may makes it illegal or not.

The account is not illegal, as long as you declare your income that you put into this account with the government, they do not care. If you don't claim the money, then you are doing something illegal.

It is not illegal to have accounts in any said locations, but all the money in those accounts need to be accounted for when you do your taxes (love the IRS).
