For 100% real free ringtones, you can go to:
http://www.crostel.com
It is a FREE site where you upload your music files or pictures and later you can send it to your phone. They convert music files in ringtones. It is a cool site. Also, you can search for an specific song that another person already upload to the site. And the best, you don't need any equipment. They support most of carriers.

Is there such a thing as a "free ringtone?" I'd be wary of anything "free" on the internet. Cell phones can get viruses too you know. Your best bet is to shell out the 1-2$ for a ringtone from your service provider (Sprint, Cingular, Verizon). You're paying for quality, and safety. If you don't like it, you can usually be reimbursed. It's better than opening up your phone to hackers.

most people are neither aware nor courteous enough to keep their phone noises to themselves. the outside world does not care when someone else gets a call; we dont need to know about it.

please silence your cellphones.
