It isn't wrong if your neighbors know you are doing this but it doesn't sound as though they do. I know that it is also hot here and I am also trying to conserve my electric as the bills are totally outragous. I understand how you feel but I don't think that you realize that even rich people have bills and they have their standard of living. The more money you have the more bills you have because you spend more money.

Since it seems that you are doing this for "economics" then consider this:
1. Economically it's saving you a few dollars a month.
2. In the long(er) term, it will cost you money, since you MIGHT be discovered. And you'll be railed against and talked about.
3. In the long(er) term, your personality will be discovered, since you can't denounce other thieveries, and others will know you really can't be trusted.
So is it OK to sell your future self for immediate gratification?? I think not.

If your neighbor knows about it then it is ok but if you are doing it without them knowing about it then that is very wrong. That is only because if they don't know about it and find out then they will think that you are invading there space.
