Honest is an adjective with different meaning in different conditions. We normally apply this word in respect to social and moral evils of our social system. If I steal something than I am supposed to a dishonest man but for a child born into a community of thiefs it wil be normal. Since our value system is very compound and gets changed fronm region to region, era to era and so forth, yor quection is generally not answerable.

Considering todays life in what we call a civilised socirty and the various pressures of living a life happily only a DEAD person can be said to be truly honest one

Faithful to his own self.
(He will be faithful to all others in life)
No inflated or suppressed feelings.
Who can see others as equal being.
Admits errors at the first instance.
Rectifies the mistakes, irrespective of its age.
He is the honest man.

I will tell you example:
Suppose your life is recorded in an audio visual system. Can you withstand a situation it is played back in your presence in front of the whole world? Then you are an honest man in real life.

no one is. people change due to their circumtances. a man is honest only to himself, but may not be honest to to others. simply because he is afraid of being judged. no matter how hard a person can say things out, till we think he is good. the truth is, a person's honesty is unpredictable like the weather. cool and may not know what lies within it.

100% honesty is 0% reality.
Thus when you don't have a scale how do you measure honesty?
One who does not speak or act can only be 100% honest.
