The theory behind opening and filling holes is that the government is responsible for providing employment for people when private enterprise is simply unable to do so.

This idea began during the great depression of the 1930's. The end result was higher inflation rates and consequently a decrease in the acquisitional value of the dollar, but in the end it gave jobs to thousands of people and it kept the US from going belly up.

By the same token, liberal economists like to have free markets be the ones who decide what course of action should be taken with regards to the economy. In the end, the markets have proven to inefficient, lopsided and truly unequal in the distribution of wealth, employment and factors of production, as well as resources.

Truly, the marketplace should have a say in determining what steps a government's economic policy should take, nevertheless, it's the government's responsibility to decide what private enterprise can and cannot do.

Hahaha! That's funny. You are on the right track but genius! I don't know......Under social welfare guidelines unemployment must be capitulated with service/good return-compensation that is practical and productive to society at large. Unless there is a huge demand for hole digging/filling then they are just receiving unemployment money like they are now. They are getting money for nothing which filing for unemployment is. Your example would be more practical if you could job match supply and demand-for example-finding an entity that needs dirt from the digger and an entity that needs a land fill from the filler-this might work! I like the way you think though-good luck!

I know a lot of people who have 2 jobs, and though there are a small percentage of people who cant work, most are lazy and dont mind sucking up the taxpayers earned money.

An employment that does not create value (social or material) is no employment. It is akin to killing time doing nothing. Hence if you wish to loiter money go ahead but you will not find any rational counterpart following you.
