Yes. Andrew Johnson was impeached back in 1868. Either the VP or the president can be impeached.

Yes, he is an elected official. Remember Spiral Agnew, sp?, who was Nixons VP. He faced impeachment or was impeached, cant remember now! His ouster is what opened the door for Gerald Ford who took over when Nixon resigned.
