Even if you DO know how to swim, the best thing to do is get help. NOT to jump in -- unless you do have lifesaving training. Believe it or not, it is more likely that you will both drown if you do attempt to save the drowning person. Same for an animal for that matter. People who try to rescue a dog often drown while the dog makes it out by itself!!
Get help. Scream.

If you are at a public swimming pool where lifeguards are available, sound the alarm and get them to save your friend. Don't jump into the pool and try to be a hero.If there is only one lifeguard, then he will save your friend first and you would have drowned. If you are at a place where there are no lifeguards around, but there are other people around. You must quickly call for their help. At the same time, try to look for some floating aids such as an inflated tyre tube or anything which can float and throw it near him. Be sure not to hit him with it or else you could have sent him quicker to hell or heaven?He,he. Alternatively, you could use a long pole or a rope to reach him and call to him to hold onto it and pull him to safety. If you are at a place where you are sure there is no one around, then it depends on how dear his or her life is to you. If you treasure and love him or her so much, then you would still jump into the water, risking yourself to try to save him, right? And after he or she is safe, then both of you better go for some swimming and life survival lessons and be prepared for the world where we live consists of 70% water and only 30% dry land! So, always be prepared!

If you go in, you will drown, so you do everything in your power to try to help, other than go in. You yell for help and look around, is there any rope handy that you can throw to them? Is there a long piece of wood handy (tree branch, etc.) that will reach out to them? Are there people close by that you can run to for help? The trick is to keep your head and use what ever is handy. You just do the best you can with what you have available.
If you have friends who like to swim and you like to go along, it is time to take swimming lessons.

Tell the person not to panic thats really how people drown. I swim pretty well so I'm never going to have a situation like that.

oh gee why did i get this question.. i do not know how to swim.. and if a friend was drowning i would try to get something for him to grab a hold of and scream with all the air in my lungs..but i do not think this will ever happen thank god because i do not go around water anymore hardly at all....this would be so difficult to really go through to my opinion..

I seen my cousin drowning in a wave pool at a waterpark and even though i couldn't swim i jumped in after her the lifeguards had to save us both!

Throw myself in the pool all the same. Save my friend or be killed trying. It's amazing what you can do that you didn't know about. That's of course, if there is nobody else to help us. In that case, I'd yell my guts out for help.
