This is an easy question. I'm sure you can go get the webster dictionary, but I'd like to answer it.
What do I have to do to you to get you to behave the way I want you to? What's the thing I have to do that involves me doing the very least to get the biggest change in your behavior? If I want to cause disruption and chaos, fear is what I create. It is easy to scare people as people are insecure and vulnerable. Everyone relies on having a safe life every day and they rely on protection from the gov't and their friends in order to feel secure. So the terrorist does what they can to disrupt this belief.
Bruce Schneier put up a blog entry about what terrorists might do in what he called a "bad movie plot". It's pretty funny and scary to read this : http://www.schneier.com/blog/archives/2006/04/announcing_movi.html

Terrorism is the use of violence to achieve ends or promote issues that have been closed or ignored by the political and/or legal system, but not to the satisfaction of the activist or promoters of that end or issue.

Thus, people who blow up abortion clinics are terrorists by this definition. And, so is Hamas, Al-Qaeda, and Hezbollah.
