The percentage chance for precipitation in a weather forecast represents the meteorologist's statistical estimate of the likelihood of any form of precipitation (rain, snow, sleet, et al.) occuring during the forecast period, in any location within the forecasting region. Thus it is broader than just the likelihood of rain falling during said period, and it does not speak to the likelihood of precipitation in any specific location with the forecasting region.
