Very simple. Use the BrightFutures program. What that does is: if you have 75 hours of community service, 3.5 GPA and various other things, they will pay 100% for your college. It can be any college in the state of Florida. There is a website as well:

Go to a private college that doesn't charge out of state fees

Move there and establish a Florida residency then apply.

Live there for a year before school starts. Get a job there. Work for a living.
