At first they were going to apply the same "promise to pay" that they use when they have to bring an individual back to the US due to the American citizen not having the money to come home.

But the Secretary of State waived the charge, so they will not.

During the Gulf War, they US did charge people to be evacuated from Saudi Arabia.

Actually no first they said that they had to pay and than after some time the Secretary of state waived the charged so know there is no charge but unless they change it they would have to pay $150.00 dollars but they absolutely don't have to pay nothing because they are American citizens who are being evacuated from Beirut and other parts of Lebanon and like i said they are American citizens so they have a right to leave without paying a fee.and most of them are being evacuated to Cyprus or other parts of Europe and then they are flown back to the united states.

No it's not. The State Department suggested a charge of $150, but the idea was discarded.
