How can the World Cup be improved while maintinaing the follownig goals:
- don't change the basics of the game
- recognize that draws is a natural outcome of the game
- avoid penalty shoot outs

1. ENLARGE THE GOAL. The game was invented about 150 years ago. The goal was the same size as it is now. The goalkeeper was smaller than than he is now. Now, he is taller and quicker - covering more space than the early keepers. The goal should be heightened one foot and widened two feet.

2. EXTRA SUBSTITUTION. One (additional) substitution for each team during overtime.

3. SUDDEN DEATH. Return to the "Golden Goal". First team that scores in overtime is the winner.

4 CHANGE THE OVERTIME RULES. As is the current practice, start the overtime with the same number of players that each side had when "regulation time" finished. After five minutes of overtime, and EACH five minutes thereafter, each team removes one player simultaneously. In this manner, there are more spaces for running and scoring, and yet it is still a TEAM GAME.

I think the goal should be made a few feet wider, but that might fall under your "basics" category. If it doesnt, well, this would eliminate most 0-0, 1-0 games because you cant just afford to sit back and play defense because it is too easy to score. So you would have to go attack, and it would make the game more exciting. Apart from that, I wouldnt change too much (assuming you get good referees), but I would modify the overtime rule. After a regulation tie in a knock-out round, you play a "silver goal" overtime, meaning that if a goal is scored before half time, you keep playing, but if the losing team fails to equalize by half, the game is over. Should the score remain tied after this over time, instead of going to penalties, you just play golden goal. Now, it is likely that, with people getting so tired, someone will score, but to make absolutely sure that the game doesnt go on much longer, you allow extra substitutions. For each overtime, you get 2 additional substitutions. So, let me give some examples: a) a match is tied, goes to silvergoal overtime, teams now how have 2 additoinal subs, and a team scores in the first half of overtime, their opponent cant equalize in time loses; b) a match is tied, goes to silvergoal overtime, teams now have 2 additional subs, the score remains tied, the match goes to a golden goal overtime, each team receiving two additional subs, and a team scores. I really dont think that with four extra subs each it would remain tied that long. I mean, if people have been playing for over two hours, and fresh legs come on, its pretty much a given that there will be alot of chances. I think this would make the game better, as extra time games would be decided by which team plays the best football as opposed to which team has a better goalkeeper.

I agree with 'billhill 1066' on a couple of things...
The goal should be enlarged. But only about half foot ( 15cm ), every goalkeeper should be able to reach anywhere they're defending (not that they'll get there first). Even the shorter goalkeepers still would have a chance. Half meter to the sides. Would make it exciting.
Teams should be allowed more substitutions...
up to 6 players during regular time and allow 3 more subs if game goes into "sudden death" overtime (the only way to decide a game - playing, not penalty shots).
Sudden death o/t until someone scores, even if it takes several 15 min periods. With the additional subs permitted, teams should be able to do it.

diving or play-acting from all players should not be tolerated. A yellow card as well as a disciplinary hearing with a suspension or fine should be compulsory. These individuals spoil the game as a spectacle. Also, referees should allow games to flow more, and not stop for every single foul or small infringement.

the basics of the game should NOT be changed....neither should penalty shootouts...otherwise how would draws be settled??

rather than changing the game, why not change the way refs work?? what i mean is not to change what the refs do but add an additional ref to the field...that way there is one for each half of the field. this would keep the refs from having to run around so much and it would allow them to catch more foul play.

Eight pre- semi finalist of last cup should lead the eight groups.Other teams be placed on draws.
-Other details remain the same for qualification in to semi-final/finals.
-After 30 minutes extra time,a sudden death till result of the game.
-No extra time.

Better and more consistent officiating... one game suspensions for over-reaction (faking) injury....
