Both. If you've got the body / booty to make it look good - HOT. If you don't got it and you're still wearing the short short skirt - NOT. The woman is what makes the skirt hOt, not the other way around.

Short skirts or hot as long as the cusp of the butt is not showing becuase then there really is no point to wearing the skirt and you might as well just wear short short shorts.

Depends on how short and whose wearing them. If the girl wearing them has nice legs, then it's all good, but if she doesn't, then that's icky. Same with length. If it's so short that you undies show when you bend down, then that's icky and slutty. But if it's long enough to cover everything that needs to be covered, then it's hot. There's an art to finding the perfect skirt length.
