Quit and sue the boss. You have every right to contact anyone in a higher ranking (for lack of a better word/phrase) than your boss and say something. I mean, if the items are minor but it still bothers you, then just do it. Apparently there's some sort of relationship between the boss and your co-worker, which is why your boss is defending him/her. Just do it. That's all I can think of.

Document your conversations with the boss. Try to have a witness present the next time you discuss this. Then obtain evidence that the thief did in fact steal. You have every right to call the police on the person. Then when its apparent that the person is in fact guilty, you can file a suit against your boss for allowing an unsafe workplace.

Well if it effects you directly then i would get another job. But if it does not directly effect you them i would just ignore it, if you can. or just deal with it while u look for another job.
