because if a person chooses their victim properly there's gonna' be too many cameras to be watching for the 1-2 security guards to know it--take like a large department store with some 100 cameras a guard can't be watching them all at the same time, if you take soemthign small, like a candy bar that'll take someone on the floor to see it themselves for you to get caught. The stupid ones are the ones who don't simply shoplift but try and get away with 100's of dollars wirth of large items.
