Read up on what your particular plant species likes, IE how much sun it likes how much water it needs. Treat the plant the way it likes and fertilize it infrequently and it should do just fine.

Do they wipe off?

The spots can be due to residue from hard water or a foliar food such as Miracle Grow.

They might be the beginnings of powdery mildew.
Here's a picture of powdery mildew damage:

To treat this problem, mix 1 tbsp baking soda and 2-3 drops of dish soap in a spray bottle with water. Spray plants every 3-4 days.
Let soil in pot dry out between waterings.

Do the spots move?

They might be caused by whitefly or some other pest:

To get rid of them make a tea with marigold leaves. Steep 2 days, then put in a sprayer with 2-3 drops dish liquid and spray plant every 3rd day for 2 weeks.

Good luck!
