I just want to be able to make animated icons and stuff for livejournal icons and such, any help is appreciated, and i would like to be able to do this for free if possible, without paying for programs, or keeping costs minimal.

Microsoft GIF Animator will work for you. It let's you turn a bunch of non-animated GIF images into one animated GIF image. It is a stand-alone program, so you can burn the 1 file to a cd and carry it anywhere. Best of all...it's Free.
