The left blinker works fine until you turn on park lights and then it blinks twice as fast. The right side works fine all the time. I checked and the bulbs are the right ones and are good. The left plate light and reverse light go dim and bright with blinker also, but only the left.

Check ground wire mount left side, rear inner frame rail. Most likely corroded or broken off.

Did you check the fluid level?
Seriously, it sounds like you are having some kind of wiring issue, not a bulb related one. It sounds like one of your contacts is corroded, and it's causing one of the lights to ground back through another circuit, or through other bulbs, which causes the bulbs to all glow dimmer. Try cleaning up all the contacts, or try to find where they all ground to.

you need to replace you flasher its under the dashboard some where around the fuse box if its not the flasher(which im pretty sure that it is) then it can be something as simple as changing a fuse or you can retrace all the wiring and make sure there isnt a short and make sure that it is grounded properly
